The Torrent[]
The Torrent is an integral part of Tertium's infrastructure and supplies most, if not all, of the recycled water to most of Tertium Hive. Like most of Tertium's infrastructure those in power have ignored this crucial district and let it become a lawless and crumbling district, abandoned by the Magistratum Enforcers and now in the hands Water Cartel. Or at least until the recent uprising and war began. The district has degenerated into a criminal-run, dilapidated slum after decades, if not centuries or millennia, of neglect by Tertium's Administratum.
Home to many large-scale machinery such as hydro-reclaimators and water recyclers that supply the majority of Hive Tertium's (mostly) drinkable water supply, the Torrent is vitally important, but sorely neglected, much like most of Tertium's infrastructure and common people who struggle to maintain it all.
The Torrent collects enormous amounts of water and there is a near constant drizzle of liquids no matter where you go. The chemical runoff from the upper regions of the hive, and wherever else the water comes in from, concentrates into polluted and toxic sumps in the lower portions of the Torrent.
The Pillars Dwellers of the Torrent inhabit the maintenance stairs of the hive's monolithic support pillars. Generations of hive-dwellers have made these squalid conditions their home, forming minor towns in themselves. The Pillar Dweller act as toll keepers between districts. As Zola puts it, "You want to get out of the Sump, you've got to make with a bribe."
There are various water sellers in the Torrent and the heretics seek to control them like the Water Cartel once did.
Water Cartel[]

The Water Cartel is the corrupt and oppressive criminal group that were in control of Habzone HL 18-66, "The Torrent", prior to the events of Darktide. Being the former authority in Habzone HL 18-66 and the cartel managed Tertium's water recycling facilities. The cartels would eventually become fractious and divided due to complacency and greed. Water Cartel sub-factions would vie for total control of Tertium's water supply.
One Cartel sub-faction, assumedly the Ragged King's faction, would be approached by the nascent cultist militants. The cultist may have had some guise of a normalcy posing as a simple underhive gang, and offer their military support. They would tip the scales and the other Cartel factions would be put to heel, making the Ragged King dominant.
The Cult would betray the Ragged King's forces and take power over the Torrent. Initially the citizens of the Torrent would be relieve that their despotic rulers were gone, but they would soon learn something even worse took their place. The Cult would use this strategic position to poison Tertium's water supply, spreading plague and initiate what Tertium's authorities originally thought was a civilian uprising.
